We wish to inform you that the Philippine Ports Authority (PPA) will be
implementing revised rules governing the commencement of the free storage
period and the assessment of storage charges for both containerized cargoes and
empty containers across all government ports under its jurisdiction.
These changes are in accordance with PPA Administrative Order No. 005-2025, which started 21st of August 2025. The updated guidelines aim to streamline port operations, promote efficient cargo handling, and ensure uniformity in the application of storage policies throughout PPA-managed facilities.

- FSP now starts at the
exact time of cargo movement (discharge or gate-in), not the next
day.
- “Day” in AO 005-2025 is
defined as 24 hours, starting from the exact time of discharge or gate-in.
- Storage charges are
assessed immediately after the FSP ends, based on hours rather than
calendar days.
- Fraction of a day
(e.g., 1 hour past FSP) is counted as one full day for billing.
- Real-time
monitoring via PPA’s iPorts system is being implemented for accuracy
